My final paper (not exam) is a proposal argument paper and...?

I was wondering if anyone could give me some ideas for a proposal argument. And we cannot use topics of terrorism, school shootings, legalizing marijuana, gay marriage, and woman's rights. so yeah if you can give me some ideas it would really help thanks :D
